You can make this interesting magnified effect by using Photoshop combined with Image Ready, which comes with Photoshop. Download this image for the tutorial

1. Open your image 2. Right click on your background layer and select duplicate layer. turn duplicate layer eye off 3. Click on the background layer. 4. Click filter=>liquefy
5. Click on the "background copy layer" and turn the eye on. 6. Insert new layer by clicking layer => New => layer. 7. Draw a circle about 140 pixel radius by selecting the elliptical marquee, holding the shift key down while you draw.. 8. Select white as foreground color, Using fill tool fill circle with white.
